ABOUT US > Committee
The Executive Committee currently comprises:

Mike Quint - Chair
Mike Quint is the founding director of Environmental Health Sciences Ltd, based in London. He has over 20 years experience of assessing hazardous chemicals in the environment, with a particular emphasis on contaminated land and the quantitative risk assessment of soil, water and air pollutants. He has undertaken numerous projects for public and private sector clients and was a member of the Cabinet Office’s Soil Guideline Value Task Force.

David Hall - Treasurer
David Hall is a Principal of Golder Associates (UK) Ltd and has worked in contaminant hydrogeology for over 30 years, in the waste, contaminated land, nuclear and mining fields. He was the project manager for the development of LandSim and ConSim. His main interest relate to risks to controlled waters.

Simon Firth - Secretary
Simon is an independent consultant with 16 years experience working on land contamination projects. Simon, a hydrogeologist by training, specialises in human health and environmental risk assessment for land contamination related projects in the UK and abroad. Simon was project manager and principle author of the EIC, AGS, CL:AIRE generic assessment criteria.

Fred Coulon
Fred has 11 years expertise in environmental chemistry, oil microbial ecology and chemical ecological fate modelling. He is research active in treatment and remediation processes for pollution control across contaminated land, waste and wastewater sectors and has published 60 research papers, books and conference proceedings with substantive contributions to oil remediation process emission and control at industrial sites and environmental risk management.
Fred was project manager of the BBSRC/DTi-funded industrial consortium (BIOREM_35 and BB/B512432/1) on optimising biopile processes for weathered hydrocarbons within a risk management framework, and a co-funded Environment Agency, United Utilities research project on micropollutant fate in wastewater (AMP4 DS). He is a member of the UK Standing Committee of Analysts on Total Petroleum Hydrocarbons (SCA-TPH).

Rob Ivens
Rob is a Contaminated Land Officer at Mole Valley District Council. He has been in Local Government for 17 years, most of which he has worked on land contamination. Rob has developed strong expertise in site investigation, data management and procurement. He is a "believer" in the American DQO approach and has worked hard to implement triad style site investigation. Rob was involved with the CIEH statistical methods project (for comparing the site mean to a known critical concentration) and various other publications and is currently involved with a project to develop an electronic data handling process to enable paperless investigation design, validation and reporting.

John Barber
John Barber is a geologist and a hydrogeologist with 15 years experience in the environmental sector, specialising in land contamination. John worked for an environmental consultant for 5 years, carrying out site investigations, risk assessments and groundwater studies before joining the Environment Agency in 2000. John is based in Leeds as a Technical Specialist inContaminatedLandworking to protect the water environment across 30 local authorities inYorkshireby regulating the redevelopment of land affected by contamination via the planning regime, voluntary schemes and under Part 2A. John’s role also includes advising on landfill permitting and leading on minewater pollution impacts from coal mining activity in the Yorkshire Coalfield and for metal mines in the Yorkshire Dales. John works with theYorkshireand Humberside Pollution Advisory Council (YAHPAC) to share mutual experience with Contaminated Land Officers and also with other land quality professionals in the Yorkshire Contaminated Land Forum (YCLF).

Ed Stutt
Ed is a Principal Consultant at WCA Environment with over 15 years experience as an all-round chemical risk assessor with expertise including the fate and transport of chemicals in the environment and human health risk assessment. Ed recently spent 4 years at SLR Consulting where he was responsible for human health risk assessment in the contaminated land team. Ed has advised Local Authorities on several large Part 2A projects as well as work for the private sector under the planning regime and he has also contributed to many items of national technical guidance for contaminated land risk assessment including SGV reports and the development of SSVs for ecological risk assessment.

Mary Harris
Mary has been active in environmental research and consulting for over twenty five years having had a successful career at Director level in mainstream environmental consultancy. She set up as an independent consultant in January 2007.
Mary has prepared much good practice guidance on managing land contamination on behalf of a wide range of organisations including Defra and predecessor bodies, the Environment Agency, CIRIA, WDA and others, and is joint author of a number of key publications including CLR 11 (Model Procedures for the Management of Land Contamination), the Local Authority Guide to the Application of Part 2A of the EPA 2009 and Comparing Contaminant Concentration Data with a Critical Concentration.
As an independent consultant, Mary is actively involved in risk assessment and site investigation projects, particularly for Part 2A applications.
When dog walking duties allow, she continues to develop her now well established profile as a key trainer in the land contamination field.

Christopher Taylor
Chris is the contaminated land officer for the London Borough of Brent and has 9 years experience of environmental regulation both at Local Authority and the Environment Agency. Chris is a full member of the Institution of Environmental Science and is a Chartered Scientist with an academic background in Environmental Science, Chemistry and Ecotoxicology. He is a member of the Land Forum and their sub-group looking into better regulation. He is the chair of the Contaminated Land Forum for North East Thames (CLFNET) for 2012 and a member of the West London Contaminated Land Cluster Group. Chris has experience of regulating contaminated land under the planning regime and Part 2A.
